One question though – I don’t see Scribe holding any scrolls, yet the explaining page showed that simply quoting the emperor. Is she special, by being a scribe? Or did she just have the scroll out of view?

You are correct that quoting the Emperor, even as a Scribe, has no effect. Because Scribe has read the edict, she is bound by it, but Ram isn’t bound to obey. He just doesn’t think it is worth fighting with her over this and gives in to the demand.
