A command to never lie doesn’t compel someone to actually answer any questions, does it? I wonder if Scribe can simply choose to keep quiet, or if she will have some other law memorised to counter this.

This is correct! Telling the truth is a much wider command than to not lie. She could be prevaricate, but unfortunately her character is to be to-the-point.
